Carlos A. Penin, PE
Carlos A. Penin, PE is the President and founder of C.A.P. Government, Inc., a privately held, minority-owned consulting firm. Mr. Penin’s professional history includes more than 30 years of direct project experience and managerial functions. He is an active participant in industry organizations such as the Miami Dade and Broward County League of Cities.
Mr. Penin has a M.S. in Environmental and Urban Systems from Florida International University and a B.S. in Civil Engineering and Construction Management from the University of Florida. Throughout his career, he has played an integral role in the South Florida consulting industry community.
Cosmo Tornese, PE
Mr. Tornese has more than 30 years of experience providing building department services throughout Broward County. He is a State of Florida building code administrator and professional engineer. His accomplishments include serving as member of the State of Florida Building Code Advisory Committee. Mr. Tornese was also Director of the Broward County Building Department for over ten years.
Mr. Rodriguez has more than 35 years of experience in building department services. His experience includes contributing to rewriting the South Florida Building Code after Hurricane Andrew. Mr. Rodriguez also served as a member of the State of Florida Building Code Structural Technical Advisory Committee and Building Code Product Approval Task Force. His current responsibilities with CAP involve coordinating municipal building department operations throughout Miami-Dade County.
Mr. Tringo has more than 27 years of experience with the applicable laws, rules, regulations, directives, codes, and ordinances related to the management of Building Department services and Broward County. He has extensive experience managing building department operations and currently oversees Broward County contracts. He is also an active member of the Broward County Board of Rules and Appeals.
