Building Official
Mr. Reginald A. Cox, RA has over 35 years of experience in the AEC industry. Over his career, he has worked at the federal, state, and local levels of government. Mr. Cox is a licensed architect and Building Code Administrator and his current responsibilities with CAP involve municipal building department operations management for the City of Weston, Florida.
Mr. Cox has a Master of Business Administration from the University of Phoenix, Bachelor of Architecture and Bachelor of Science and Architectural Studies from Florida A&M University.

Program Director
Mr. Del Pino has over thirty (30) years of professional engineering experience as a civil and structural engineer in the design and construction management industry. He has served as a project and construction manager, project engineer and project coordinator. His expertise includes construction field engineering, special Inspections for Educational, commercial and residential projects. Mr. Del Pino has ample knowledge of the Florida Building Code and related standards, as well as the permitting requirements in Florida for Educational, Residential and Commercial projects

Recipient of the BOAF 2019 Meritorious Service and 2020 Building Official of the Year awards.
She is highly recognized for her efforts as Building Official in the City of Punta Gorda during and after Hurricane Ian
Judson D. DulanyMunicipal Manager
Mr. Dulany has over thirty (30) years of experience in construction management and twenty (20) years of hands-on construction skills gained through experience as a commercial, residential, and industrial State of Florida Certified Building and Roofing Contractor. He is knowledgeable in all aspects of construction: estimating, contracts, underground utilities, site work, foundations, structural walls, sub-contractors (electrical, HVAC, plumbing) and roof systems. His current responsibilities with CAP involve municipal building department operations throughout Palm Beach County.

Carlos A. Penin, PEPresident
Carlos A. Penin, PE is the President and founder of C.A.P. Government, Inc., a privately held, minority-owned consulting firm. Mr. Penin’s professional history includes more than forty (40) years of direct project experience and managerial functions. He is an active participant in industry organizations such as the Miami-Dade, Broward and Palm Beach County League of Cities.
Mr. Penin has a M.S. in Environmental and Urban Systems from Florida International University and a B.S. in Civil Engineering and Construction Management from the University of Florida. Throughout his career, he has played an integral role in the South Florida consulting industry community.
